Why a Full Car Park Still Has Empty Spaces
A full car park usually is not full. Drivers circle because they cannot see which spaces are free, and a space vacated on level three stays invisible to the car queuing at the barrier. The congestion is an information problem wearing the costume of a capacity one.
That reframing is the whole reason this explainer exists. An operator who believes the problem is capacity will consider construction; one who understands it is visibility will consider detection, and the video's job is to move them from the first belief to the second. Excluded on purpose is the operator console: occupancy maps, tariff configuration, and enforcement views are product video material and distract from the mechanism here.
